Description:
Santa Barbara County is seeking a consultant or consulting team to develop a countywide film-production framework and database and evaluate options for a future Film Commissioner or other film-support function. The scope includes a countywide assessment of film permitting and jurisdictional requirements, development of a permitting and contacts database, identification of at least 30 potential filming locations, creation of public-facing film-production resources, development of production-tracking measures, assessment of FLICS and other industry relationships, and analysis of potential models for ongoing County film-support services.

The RFP may be of particular interest to firms with experience in planning, public-sector consulting, economic development, permitting, multi-jurisdictional coordination, GIS/data management, or organizational/service-delivery analysis.
