The presentation will provide a brief background on recent cases and legislation related to greenhouse gas (GHG) emissions and based on these changes, how to address GHGs in CEQA documents. This will include the Newhall Ranch case and decision, the adoption of Senate Bill (SB) 32, and the pending Air Resources Board Scoping Plan Update (to be adopted in 2017). Examples and varying approaches on how to address GHGs in CEQA documents will be provided so lead agencies can ensure consistency with these newer requirements.
Matt Maddox serves as a Senior Program Manager within Rincon’s Environmental Planning and Sustainability Consulting Group. In this capacity, he is involved in a wide range of urban planning and land use studies, sustainable design review, technical modeling for air quality and greenhouse gas analysis, climate change policy development, CEQA/NEPA environmental documentation, as well as community involvement and permitting activities. He is also an Accredited Lead Greenhouse Gas Verifier providing GHG Audits as part of the ARB’s Mandatory Reporting Regulation and Cap and Trade Program. CM credits pending.
